He is Professor Emeritus of Emergency Medicine at Rush University Medical Center and was formerly the Executive Chair of Emergency Medicine for Cook County Hospitals and Rush Medical Center. Dr. Simon is the Founder and Chair of the board of the International Medical Corps.

Prior to joining PHM, Steve served as the Global Chief Compliance Officer and Deputy General Counsel at AON plc, where he was responsible for compliance, litigation, employment, and privacy. Throughout his career, Frank has led multiple highly successful healthcare organizations. In addition to his business accomplishments, Frank serves on the boards of numerous organizations including Helix, Nayya, Foodsmart, Trusted Health, and Wealth. He also serves on the executive committee of UCSF, and he is a senior advisor to ICER, Blackbird, and the President’s Advisory Council for the School of Public Health at Brown University. Frank received a BA with High Honors in Political Economies of Industrial Societies from the University of California, Berkeley, and an MBA from Harvard Business School.
